| dc.description.abstract | У магістерській роботі з’ясовано принципи публічного управління в контексті реалізації освітньої та виховної діяльності серед службовців формувань охорони громадського порядку, порівняння нормативно-правових актів в контексті тенденцій розвитку законодавчої бази у сфері охорони громадського порядку. Удосконалено базові підходи публічного управління у гуманітарному контексті при підготовці персоналу у сфері охорони громадського порядку через мотивацію служби в органах правопорядку, актуалізації виховної ролі соціуму, окреслення ціннісного базису виховних процесів за умов скоординованої взаємодії публічної влади з формуваннями територіальної оборони, неурядовими організаціями тощо. Доведено, що освітні та виховні процеси у підрозділах з охорони громадського порядку повинні уособлювати ефективну імплементацію гуманітарних цінностей у повсякденність служби, а органи влади забезпечувати створення сприятливих умов, за яких реалізується цілеспрямований публічний вплив на об’єкт управління. Запропоновано комплекс механізмів реалізації публічного управління підготовкою персоналу у сфері охорони громадського порядку, а саме, правового, комунікативного, організаційного, соціального та мотиваційного, що передбачають у підрозділах з охорони громадського порядку на партнерських засадах освітню та виховну діяльність за участю органів публічної влади і неурядових організацій щодо формування ціннісних орієнтацій під час професійної підготовки службовців у формуваннях забезпечення громадського порядку. The master’s thesis clarified the principles of public administration in the context of the implementation of educational and educational activities among employees of public order protection formations, a comparison of normative legal acts in the context of trends in the development of the legislative framework in the field of public order protection. The basic approaches of public administration in the humanitarian context have been improved in the training of personnel in the field of public order protection through the motivation of service in law enforcement agencies, actualization of the educational role of society, delineation of the value basis of educational processes under the conditions of coordinated interaction of public authorities with formations of territorial defense, non-governmental organizations, etc. It has been proven that educational and educational processes in units for the protection of public order should represent the effective implementation of humanitarian values in the everyday life of the service, and the authorities should ensure the creation of favorable conditions under which purposeful public influence on the object of management is realized. A complex of mechanisms for the implementation of public management training of personnel in the field of public order protection is proposed, namely, legal, communicative, organizational, social and motivational, which provide for educational and educational activities in public order protection units on a partnership basis with the participation of public authorities and non-governmental organizations regarding the formation of value orientations during the professional training of employees in public order formations.
