The master’s thesis examines the mechanisms for ensuring social protection of residents of a territorial community under the conditions of transformation of the public administration system, decentralization reforms, and the intensification of social challenges during wartime. The essence and main content of social protection of territorial community residents are revealed, and its key components, principles, and implementation tools at the local level are identified. Particular attention is paid to the features of the mechanism for ensuring social protection through the system of social services, including procedures for identifying population needs, organizing service provision, financing, monitoring, and assessing the quality of social services in accordance with state standards. The thesis analyzes foreign experience in ensuring social protection of residents at the grassroots level of the administrative-territorial structure, which made it possible to generalize approaches to organizing social support and to determine directions that may be useful for Ukraine under the conditions of war and post-war recovery. An assessment of the implementation of social protection mechanisms in the Rozsoshanska territorial community is carried out, the social structure of the population is characterized, and the need to strengthen targeted assistance and improve managerial approaches in the social sphere is substantiated. The study proposes ways to modernize the institutional mechanism of social protection for community residents, taking into account the specifics of the rural level, and identifies strategic mechanisms for ensuring social protection based on the use of strategic planning tools, programming, and project management.
dc.description.abstractЮрій АЙБІН. Механізми забезпечення соціального захисту жителів територіальної громади. – Магістерська робота. У магістерській роботі досліджено механізми забезпечення соціального захисту жителів територіальної громади в умовах трансформації системи публічного управління, децентралізаційних змін та посилення соціальних викликів воєнного часу. Розкрито сутність і зміст соціального захисту жителів територіальної громади, визначено його ключові складові, принципи та інструменти реалізації на місцевому рівні. Окрему увагу приділено особливостям механізму забезпечення соціального захисту через систему соціальних послуг, зокрема процедурі виявлення потреб населення, організації надання, фінансування, моніторингу та оцінювання якості соціальних послуг відповідно до державних стандартів. У роботі здійснено аналіз зарубіжного досвіду забезпечення соціального захисту жителів низового рівня адміністративно-територіального устрою, що дозволило узагальнити підходи до організації соціальної підтримки населення та визначити напрями, корисні для України в умовах війни й повоєнного відновлення. Проведено оцінку реалізації механізмів соціального захисту жителів Розсошанської територіальної громади, охарактеризовано соціальну структуру населення та обґрунтовано необхідність посилення адресності й удосконалення управлінських підходів у соціальній сфері. Запропоновано шляхи модернізації інституційного механізму соціального захисту жителів громади з урахуванням специфіки сільського рівня, а також визначено стратегічні механізми забезпечення соціального захисту на основі застосування інструментарію стратегування, програмування та проєктного управління.
