Анотація
Статтю присвячено проблемам якості й доступності надання адміністративних послуг. Звертається увага, що визначення понять «якість адміністративних послуг» і «доступність адміністративних послуг» не лише має теоретичне значення, а й безпосередньо впливає на практичну діяльність суб'єктів надання адміністративних послуг. У зв'язку із цим пропонуються шляхи вдосконалення законодавства у сфері надання адміністративних послуг.
This article focuses on the problems of the quality and availability of administrative services. Attention is drawn to the fact that the definition of “quality administrative services” and “availability of administrative services” has not only theoretical significance, but also directly affects the practical activities of administrative services. It is noted that the Law of Ukraine “On Administrative Services” category “standard for administrative services” is not used, but in fact centuries. 7 of the Act deals specifically with service standards in understanding distributed in developed countries. The author believes that the quality of administrative services – is the degree of conformity of the service together mandatory requirements set forth in the standard system by establishing benchmarks to measure, monitor and consider the provision of administrative services. About quality administrative services can be argued only considering consolidation in standard quality criteria. In other words, it is necessary to establish that a particular administrative service in terms of quality meets the requirements and serves with quality service. It is noted that the consolidation of legislation for subjects addresses to access the necessary administrative services is their most important feature. When applying for public services to citizens exercise their rights and freedoms guaranteed by the Constitution of Ukraine. It is therefore advisable to allocate within the legal category of “quality administrative services” such property as well as the availability of administrative services. Availability – is to ensure equal opportunities for all consumer services and services provided in a way. If you talk about the availability of a legal description of administrative services, it is determined by the quality of legal acts regulating the course of their provision. In particular, it concerns the simplicity and clarity of presentation speech regulations of administrative services, accessibility review of their content to citizens, where the important role played by the media, especially the Internet. It is concluded that the quality and availability of administrative services directly affect the quality of life of citizens, as well as the extent to which their rights and freedoms. It is through the introduction of standardization in the area of administrative services can provide a high level of quality and accessibility of the latter
