dc.description.abstractЗдійснено порівняльний аналіз понять «законотворчий процес» та «законодавчий процес». Розкриваються теоретичні, правові, організаційні основи законотворчого процесу в Україні. Наголошується на доцільності виокремлення в межах законотворчого процесу стадій прогнозування та планування, розробки концепції закону, тлумачення, оцінки ефективності застосування законодавчого акта. Досліджується стан правового регулювання законотворчого процесу в Україні та вносяться пропозиції щодо належного нормативного забезпечення законотворчості. Окреслюється значення для вдосконалення законотворчого процесу принципів професіоналізму та науковості, врахування громадської думки, планування законопроектних робіт. Вказується на необхідність схвалення та неухильного дотримання Програми розвитку законодавства на довготривалий період. Наголошується на необхідності уніфікації техніко-юридичних правил при підготовці законопроектів. Аргументується доцільність розширення суб'єктів законодавчої ініціативи та визначаються інші напрями вдосконалення законотворчого процесу в України. The article compares the concepts of legislative and legislative process. Disclosed theoretical, legal and organizational basis for the legislative process in Ukraine. Emphasized on the feasibility of isolation within the legislative process stages of forecasting and planning, concept development law, interpretation, evaluation of the effectiveness of legislation. We investigate the state of the legal regulation of the legislative process in Ukraine and made proposals to ensure proper regulatory legislation. Outlines the importance to improve the legislative process and scientific principles of professionalism, consideration of public opinion, scheduling Legislative Drafting. Points to the need for approval and strict observance of laws Development Programme in the long term. The necessity of unification of technical and legal rules in preparing bills. Discusses the feasibility of expanding legislative initiatives and other areas defined by improvement of the legislative process in Ukraine The article compares the concepts of legislative and legislative process.
