Ярослав СТЕПАНЕЦЬ. Механізми формування державної політики розвитку медичного туризму. – Магістерська робота.
У магістерській роботі здійснено комплексне дослідження механізмів формування державної політики розвитку медичного туризму в умовах сучасних глобальних та національних трансформацій. Розкрито сутність медичного туризму як складного міждисциплінарного та міжсистемного явища, що поєднує сферу охорони здоров’я, туристичну індустрію, соціальну політику, міжнародні відносини та економічний розвиток. Обґрунтовано доцільність розгляду медичного туризму саме як об’єкта державної політики, що потребує спеціальних підходів до формування управлінських рішень.
Проаналізовано сучасні тенденції розвитку світового ринку медичного туризму з урахуванням впливу пандемії COVID-19, воєнних конфліктів та змін у міжнародній мобільності населення. Окрему увагу приділено оцінці регіональних особливостей розвитку медичного туризму та ролі інституційних чинників у формуванні державної політики різних країн.
Виявлено основні проблеми координації між суб’єктами публічного управління та визначено обмеження, пов’язані з фрагментарністю повноважень і відсутністю узгоджених стратегічних орієнтирів.
Проаналізовано досвід країн Європейського Союзу щодо формування державної політики у сфері медичного туризму та окреслено можливості його адаптації з урахуванням українських реалій.
Узагальнено напрями модернізації механізмів інституційної трансформації державної політики розвитку медичного туризму в умовах повоєнного відновлення України, зокрема в частині формування суб’єктної архітектури, міжвідомчої взаємодії та інтеграції медичного туризму до системи стратегічного планування державного розвитку.

Yaroslav STEPANETS. Mechanisms of formation of state policy for the development of medical tourism. – Master's thesis.
The master's thesis carries out a comprehensive study of the mechanisms of formation of state policy for the development of medical tourism in the conditions of modern global and national transformations. The essence of medical tourism as a complex interdisciplinary and intersystem phenomenon that combines the sphere of health care, the tourism industry, social policy, international relations and economic development is revealed. The expediency of considering medical tourism as an object of state policy that requires special approaches to the formation of
management decisions is substantiated.
The current trends in the development of the global medical tourism market are analyzed, taking into account the impact of the COVID-19 pandemic, military conflicts and changes in іnternational population mobility. Special attention is paid to the assessment of regional features of the development of medical tourism and the role of institutional factors in the formation of state policy of different countries.
The main problems of coordination between public administration entities are identified and the limitations associated with the fragmentation of powers and the lack of agreed strategic guidelines are identified. The experience of the European Union countries in the formation of state policy in the field of medical tourism is analyzed and the possibilities of its adaptation taking into account Ukrainian realities are outlined.
The directions of modernization of the mechanisms of institutional transformation of the state policy of medical tourism development in the conditions of post-war reconstruction of Ukraine are summarized, in particular in terms of the formation of subject architecture, interagency interaction and integration of medical tourism into the system of strategic planning of state development.
