dc.descriptionDyachuk I. D. Cooperation of territorial communities in solving problems of local importance (on the example of Lisovogrynivtsi AH). The master's thesis explores the theoretical, legal and organizational principles of cooperation of territorial communities as a tool for solving problems of local importance. The essence of intermunicipal cooperation is revealed, the regulatory and legal framework for its functioning in Ukraine is analyzed, and international experience in partnership interaction of communities is summarized. Considerable attention is paid to the analysis of the current state and trends in the development of cooperation on the example of Lisogrynivtsi united territorial community, in particular, the assessment of the dynamics of concluding agreements, resource provision and institutional mechanisms for the implementation of joint projects. The main barriers and risks that impede the effective interaction of local government bodies are identified, and the directions for overcoming them are substantiated. Based on the results of the study, practical recommendations have been developed to improve cooperation mechanisms through strategic planning, digitalization of management processes and the introduction of innovative forms of partnership. The materials of the work can be used in the activities of local governments, communityassociations and in the development of regional development programs.
dc.description.abstractДячук І. Д. Співробітництво територіальних громад у вирішенні проблем місцевого значення (на прикладі Лісовогринівецької ОТГ). У магістерській роботі досліджено теоретичні, правові та організаційні засади співробітництва територіальних громад як інструменту вирішення проблем місцевого значення. Розкрито сутність міжмуніципального співробітництва, проаналізовано нормативно-правову базу його функціонування в Україні та узагальнено міжнародний досвід партнерської взаємодії громад. Значну увагу приділено аналізу сучасного стану та тенденцій розвитку співробітництва на прикладі Лісовогринівецької об’єднаної територіальної громади, зокрема оцінці динаміки укладання договорів, ресурсного забезпечення та інституційних механізмів реалізації спільних проєктів. Визначено основні бар’єри та ризики, що перешкоджають ефективній взаємодії органів місцевого самоврядування, а також обґрунтовано напрями їх подолання. За результатами дослідження розроблено практичні рекомендації щодо вдосконалення механізмів співробітництва шляхом стратегічного планування, цифровізації управлінських процесів та впровадження інноваційних форм партнерства. Матеріали роботи можуть бути використані в діяльності органів місцевого самоврядування, асоціацій громад і при розробці регіональних програм розвитку.
