The master's thesis proposes a solution to a relevant scientific problem, which consists in substantiating the theoretical foundations and developing practical recommendations for improving the organizational and legal mechanism of public administration in the sphere of local development in the conditions of digitalization. It is established that modern transformations of society, the requirements of sustainable development and strengthening the role of territorial communities necessitate updating the content and instruments of local governance. It is found that the effectiveness of local development is determined by a combination of the institutional capacity of communities, the organizational structure of government bodies, the consistency of the regulatory and legal framework and the ability of the management system to adapt to the challenges of the digital era. The current state of the organizational and legal mechanism in Ukraine is investigated and its fragmentation, regulatory inconsistency and unevenness of the institutional capacity of communities are established. Based on the scenario approach, potential directions for the development of the organizational and legal mechanism have been identified, among which the optimistic scenario provides for the systematic modernization of regulatory support, strengthening of institutional resources of communities, harmonization of management procedures and integration of digital technologies into the practice of local governance. The results obtained create a conceptual basis for the formation of proposals for improving the mechanisms of public management of local development in Ukraine in the context of digital transformation.
dc.description.abstractАліна СОЛЯРИК. Організаційно-правовий механізм публічного управління у сфері місцевого розвитку в умовах цифровізації. – Магістерська робота. У магістерській роботі запропоновано розв’язання актуального наукового завдання, яке полягає в обґрунтування теоретичних засад та розробки практичних рекомендацій щодо удосконалення організаційноправового механізму публічного управління у сфері місцевого розвитку в умовах цифровізації. Встановлено, що сучасні трансформації суспільства, вимоги сталого розвитку та посилення ролі територіальних громад зумовлюють необхідність оновлення змісту та інструментів місцевого врядування. З’ясовано, що ефективність місцевого розвитку визначається поєднанням інституційної спроможності громад, організаційної структурованості органів влади, узгодженості нормативно-правової бази та здатності системи управління адаптуватися до викликів цифрової епохи. Досліджено сучасний стан організаційно-правового механізму в Україні та встановлено його фрагментарність, нормативну неузгодженість і нерівномірність інституційної спроможності громад. На основі сценарного підходу визначено потенційні напрямки розвитку організаційно-правового механізму, серед яких оптимістичний сценарій передбачає системну модернізацію нормативного забезпечення, зміцнення інституційних ресурсів громад, гармонізацію управлінських процедур та інтеграцію цифрових технологій у практику місцевого врядування. Отримані результати створюють концептуальну основу для формування пропозицій щодо вдосконалення механізмів публічного управління місцевим розвитком в Україні в умовах цифрової трансформації.
