An up-to-date study of a scientific task has been conducted, which consists in the theoretical substantiation of public management mechanisms in the field of preventing and countering corruption (case study of the Khmelnytskyi City Council) and providing recommendations for their improvement. It is determined that corruption is a socially unacceptable phenomenon that destroys the internal institutional structure, creating a gap between society and the authorities. It is also a multifaceted destructive phenomenon and a complex form of institutional erosion that deforms the functionality of state institutions, replaces professional standards with principles of personal loyalty and self-interest, and destroys the internal structure of power, creating a rift between society and the state. The objective of the Khmelnytskyi City Council in this area is to increase the transparency, accountability, and integrity of government institutions for the public. The main directions of public management in the field of preventing and countering corruption, taking into account the implementation of the most modern management systems, are: a synergistic combination of legal, organizational, institutional, financial, and civic mechanisms; improving the system of financial control and electronic declaration of public authorities; radical modernization of the "risk-register" structure at the local level; strengthening control over the prevention and resolution of real and potential conflicts of interest.
dc.description.abstractЛовейкіна Юлія. Механізми публічного управління у сфері запобігання та протидії корупції (на прикладі Хмельницької міської ради) – Бакалаврська робота. Проведено актуальне дослідження наукового завдання, яке полягає в теоретичному обґрунтуванні механізмів публічного управління у сфері запобігання та протидії корупції ( на прикладі Хмельницької міської ради) та надання рекомендацій щодо їх удосконалення. Визначено, що корупція – це суспільно неприйнятне явище, яке руйнує внутрішню інституційну структуру, створюючи розрив між суспільством та владою, а також є багатогранним деструктивним феноменом та складною формою інституційної ерозії, яка деформує функціональність державних інститутів, підмінює професійні стандарти принципами особистої лояльності й корисливості та руйнує внутрішню структуру влади, створюючи розрив між суспільством та державою. Метою Хмельницької міської ради у цій сфері є підвищення прозорості, підзвітності та доброчесності інститутів влади для громадськості. Основними напрямами публічного управління у сфері запобігання та протидії корупції, з урахуванням впровадження найсучасніших систем управління є: синергетичне поєднання правових, організаційних, інституційних, фінансових та громадських механізмів; удосконалення системи фінансового контролю та електронного декларування суб'єктів владних повноважень; докорінна модернізація структури «реєстру-ризику» на місцевому рівні; посилення контролю за превенцією та врегулюванням реального й потенційного конфлікту інтересів.
