Катерина СІРА. Механізми державного регулювання територіального розвитку в Україні. – Магістерська робота.
У роботі узагальнено теоретико-методологічні підходи до розуміння сутності та змісту державного регулювання територіального розвитку, визначено ключові цілі, принципи й інструменти регіональної політики в сучасних умовах. На основі аналізу чинної нормативно-правової бази оцінено механізми державного впливу на просторовий розвиток, зокрема роль стратегічного, організаційного та фінансового забезпечення, а також окреслено напрями їх подальшого удосконалення.
У дослідженні виявлено структурні проблеми та диспропорції регіонального розвитку України, охарактеризовано стан інституційного й організаційно-економічного механізмів регулювання, визначено їх сильні та слабкі сторони, а також потенціал до модернізації. Особлива увага приділена світовому досвіду державного управління територіальним розвитком, що дозволило виокремити адаптивні для України моделі та практики.
На основі проведених теоретичних і прикладних узагальнень сформульовано стратегічні напрями вдосконалення механізмів державного регулювання територіального розвитку, які включають інституційну модернізацію, оновлення нормативно-правового забезпечення, розвиток фінансово-економічних інструментів, посилення спроможності територіальних громад та впровадження системи стратегічного й просторового управління. Визначено шляхи підвищення результативності
державної політики, серед яких — активізація інвестиційної діяльності, зменшення міграційних диспропорцій, оптимізація міжбюджетних відносин та формування інноваційних умов для збалансованого розвитку регіонів.

The work summarizes theoretical and methodological approaches to understanding the essence and content of state regulation of territorial development, identifies key goals, principles and instruments of regional policy in modern conditions. Based on the analysis of the current regulatory framework, the mechanisms of state influence on spatial development are assessed, in particular the role of strategic, organizational and financial support, and also outlines the directions of their further improvement.
The study identifies structural problems and imbalances in the regional development of Ukraine, characterizes the state of institutional and organizational and economic mechanisms of regulation, identifies their strengths and weaknesses, as well as the potential for modernization. Special attention is paid to the world experience of state management of territorial development, which allowed us to
identify models and practices that are adaptive for Ukraine.
Based on the theoretical and applied generalizations, strategic directions for improving the mechanisms of state regulation of territorial development have been formulated, which include institutional modernization, updating of regulatory and legal support, development of financial and economic instruments, strengthening the capacity of territorial communities and implementation of a system of strategic and spatial management. Ways to increase the effectiveness of state policy have been identified, including the activation of investment activity, reduction of migration disparities, optimization of intergovernmental relations and formation of innovative
conditions for the balanced development of regions.
