У магістерській роботі досліджено вплив митних платежів на формування Державного бюджету України та оцінено їх роль у забезпеченні фінансової стабільності держави. Особливу увагу приділено аналізу діяльності Хмельницької митниці, зокрема механізмам адміністрування митних платежів, динаміці надходжень та ефективності використання бюджетних ресурсів у сучасних економічних та нормативних умовах. Розглянуто теоретичні основи митних платежів, економічну сутність і функції, а також методи та принципи їхнього адміністрування. Проаналізовано структуру та динаміку надходжень митних платежів Хмельницької митниці, оцінено їхній внесок у дохідну частину державного бюджету та визначено основні проблеми, що перешкоджають повноті і своєчасності бюджетних надходжень. На основі проведеного аналізу обґрунтовано напрями удосконалення адміністрування митних платежів, включаючи оптимізацію процедур, застосування інформаційно-аналітичних і цифрових інструментів, а також підвищення ефективності формування доходів державного бюджету. Реалізація запропонованих заходів сприятиме підвищенню результативності митного адміністрування та зміцненню фінансової стабільності держави. The master's thesis investigates the impact of customs payments on the formation of the state budget of Ukraine and assesses their role in ensuring the country's financial stability. Particular attention is given to the analysis of the activities of the Khmelnytskyi Customs, including the mechanisms of customs payment administration, the dynamics of revenue collection, and the efficiency of budgetary resource utilization under current economic and regulatory conditions. The theoretical foundations of customs payments, their economic essence and functions, as well as methods and principles of administration, are examined. The structure and dynamics of customs payments collected by Khmelnytskyi Customs are analyzed, their contribution to the revenue side of the state budget is assessed, and the main problems that hinder the completeness and timeliness of budget revenues are identified. Based on the conducted analysis, directions for improving the administration of customs payments are substantiated, including the optimization of procedures, the implementation of information-analytical and digital tools, and the enhancement of efficiency in state budget revenue formation. The practical implementation of the proposed measures is expected to improve the effectiveness of customs administration and strengthen the financial stability of the state.
